The
Community and
Rural Development programme was launched in the country
in 1932. It is a programme of self help for individual
and collective welfare of the vast rural population. The
objective of the pro gramme are to promote all sides
developments of the village communities relating to
economic, social, and cultural improvement. The aim is
to develop a spirit of Community life among the people
by promoting cooperation and community works and
instilling enthusiasm among them to participate both in
planning and execution of development works to improve
their own lot. Emphasis is on development of self
reliance so that the people are able to manage and run
their affairs themselves, thus making the village self
governing units.
Agriculture
being the mainstay of the rural population, receives
highest priority in the programme. Among other
activities are included the provisions for the better
communication improvement live-stocks and birds, health
and sanitation, better housing wider educations,
measures for women and child welfare, development of
cottage and small scale industries and promotion of
life. At present there are 39 numbers of Community
& Rural Development Blocks in operation in the
entire State.
The
Community and Rural Development Department is therefore
mainly responsible for the administration of Community
& Rural Development programmes and other development
programmes entrusted to it from time to time.
