Organisational Setup at District Level

At the district level there are Assistant Development Commissioners with their supporting staff who are directly responsible for the Director to apprise him of the progress of the implementation of the works/programmes from time to time. Extensive tour is required of them to be undertaken for supervision in the implementation of the schemes and also to watch that the audit objections are settled by the Block Development Officers.
The Assistant Development Commissioner, Shillong is in-charge of both East and West Khasi Hills, the Assistant Development Commissioner, Jowai is in-charge only of the Jaintia Hills Districts and the Assistant Development Commissioner, Tura is in-charge of East, West and South Garo Hills Districts.

The Sub-Divisional Planning Officers are the Officers attached to the Deputy Commissioners to assist them in scrutinizing the proposal in respect of Schemes/Programmes etc. submitting by the Block requiring the approval/sanction of the respective Deputy Commissioners. They are also required to inspect the Blocks in the implementation of the programmes. So far, there are only three Sub-Divisional Planning Officers viz. S.D.P.O. Shillong, Jowai and Tura. The total numbers of posts are as below :

During the year 1994, 5 (five) nos. of Executive Engineers and Subordinate Engineers were drawn from the P.W.D. and posted in the Office of the Deputy Commissioners / DRDA, Shillong, Nongstoin, Jowai, Williamnagar and Tura. Their duties are to assist and guide the Deputy Commissioners in all technical matters, scrutiny of Plans and Estimates and according technical approval thereof. At present the Executive Engineer, Shillong is also looking after the works in the Office of the Deputy Commissioner/DRDA, Nongpoh. The Executive Engineer, Tura is also looking after the works in the Office of the Deputy Commissioner/DRDA, Baghmara. The total number of posts are as follows :
